* Lebanon’s Elections: Avoiding a New Cycle of Confrontation [ English ][ French ]
Author(s): . 2009
Lebanon’s 7 June elections risk offering a false hope. That the parties agreed to shift their conflict from street to ballot box is surely a good thing, but it should not be misinterpreted. The results almost certainly will be close and so replicate the schism that divides the political arena into two irreconcilable camps. With the crisis that pushed the country to the brink of new civil war in 2008 apparently past, the parties are reverting to form, thus reviving rather than resolving the underlying conflicts.

The goal for the study was to produce a baseline assessment of the networked public sphere in the Arab Middle East, and its relationship to a range of emergent issues, including politics, media, religion, culture, and international affairs.

* Reshuffling the Cards? (I): Syria's Evolving Strategy [ English ]
Author(s): . 2009
Syria’s foreign policy sits atop a mountain of apparent contradictions that have long bedeviled outsiders. Its self-proclaimed goal is peace with Israel, yet it has allied itself with partners vowed to Israel’s destruction. It takes pride in being a bastion of secularism even as it makes common cause with Islamist movements. It simultaneously has backed Iraqi Sunni insurgents and a Lebanese Shiite armed group. The U.S. has wavered between different approaches in unsuccessful attempts to persuade Damascus to clarify its stance, from a peace process focus in the 1990s to isolation and pressure under George W. Bush in the following decade. Barack Obama, having turned an old page without settling on a new one, seems intent on engagement on bilateral issues, albeit more cautious than ambitious.

* Reshuffling the Cards? (II): Syria's New Hand [ English ]
Author(s): . 2009
Syria typically, and at times justifiably, brings to mind stagnation and immobility. Yet, over recent years, change has been afoot. In 2008, it agreed to Turkish-mediated talks with Israel. It built ties with the Iraqi government after long depicting it as the offspring of an illegitimate occupation. It began to normalize relations with Lebanon, after years of resisting its claim to sovereignty. It accelerated economic reforms. These steps fall short of being revolutionary; some were imposed rather than chosen and reflected opportunism rather than forward thinking. Still, by Syrian standards, they are quite remarkable, especially in contrast to recent fervent militancy.

The President’s first annual budget demonstrates that the Obama administration takes seriously the role of the U.S. in supporting democracy, governance, and human rights in the Broader Middle East and North Africa. The new administration has requested large increases in funding for programs to support democracy, governance, and human rights. However, it has also shifted funds in the Arab world away from partnerships with local civil society actors and toward other initiatives, including rule of law and governance programs.

Author(s): . 2009
A Middle East Youth Initiative Working Paper No. 9, November 2009, edited by Ragui Assaad, Ghada Barsoum, Emily Cupito and Daniel Egel. The authors identify in this paper processes through which many Yemeni youth are excluded from the opportunity to become productive adults and positive contributors to society. Many youth face social exclusion, whereby they are cut off from the resources and institutions that could assist them in their transition to adulthood. Moreover, youth exclusion in Yemen is highly gendered and regionalized. Females and rural residents are much more likely to be excluded than males and urban residents.
