The conference lasted two full days and featured the second general meeting of ACINET on 27 July 2010 where members reviewed the first cycle’s work progress and adopted the program of work for the second cycle (2010-2011) in addition to a number of resolutions, notably the transfer of the chairmanship of ACINET to the Republic of Yemen represented by the head of the Supreme National Authority for Combating Corruption, H.E. Mr. Ahmad Al Anisi.
Participants discussed for two days the means to support national integrity and anti-corruption efforts through developing, implementing and monitoring specialized national anti-corruption strategies. Participants reviewed the main elements that bolster such strategies and were introduced to Arab and international major successes in the field. They also discussed how to merge pending challenges with these strategies, including challenges related to public sector reform, improving the quality of basic public services, improving parliamentary oversight, reinforcing the role of the judicial system in protecting integrity, facilitating regional and international cooperation in combating crimes of corruption, supporting the participation of the private sector, civil society and media in developing, implementing and monitoring National Anti-Corruption Strategies.

The Regional Training Session for Non-Governmental Actors on Anti-Corruption Assessments was successfully organized in Beirut (Lebanon) on 29-30 March 2010. It was attended by a total of 32 participants including practitioners from civil society, academia, the media and the private sector, as well as resource persons including independent experts and representatives from UNDP, UNODC, USAID and the MENA-OECD Investment Programme. The session was highly interactive and rich in content, it provided leading non-governmental actors in the region with a rare opportunity to sit together and share their views and experiences on the challenges of anti-corruption assessments in their own countries. A key challenge is complementing governmental anti-corruption efforts and overcoming the communication gap between non-governmental actors and governments in the Arab region. Another key challenge is bridging the capacity gap within non-governmental organizations in the area of anti-corruption. The UNCAC review mechanism may have put limits on the participation of non-governmental actors; however, it also offers valuable entry points that should not be wasted. At the end of the training session, participants agreed to establish a regional Arab non-governmental group that specializes in anti-corruption assessments, as a regional platform for capacity development in this field.

The regional workshop on “Strengthening Integrity in the Private Sector in Arab Countries” was attended by representatives of the public sector, the private sector and civil society from Bahrain, Egypt, Iraq, Jordan, Lebanon and Saudi Arabia, in addition to the Chair of the Arab Anti-Corruption & Integrity Network (ACINET), representatives of various regional and international organizations and specialists from OECD countries.The workshop provided an interactive forum to exchange ideas and experiences and to discuss the most important challenges facing the work of the private sector. They reviewed the means to face these challenges in light of good practices and international standards and instruments. Participants addressed ways to enhance regional cooperation and exchange in this area, and adopted a set of conclusions that will be supported by UNDP and the Organization for Economic Cooperation and Development OECD in collaboration with ACINET and other regional stakeholders such as the MENA Responsible Business Conduct Forum.

This seminar aims at preparing the Arab States to participate effectively and efficiently in the third Conference of State Parties to the UN Convention against Corruption which shall be held in Doha, Qatar on 9-13 November 2009.
The seminar stressed the importance of UNCAC and presented the suggested implementation review mechanism. It shed the light on international experiences on implementation review mechanism. Finally, the seminar highlighted the work of the Arab state parties to UN Convention against Corruption.

Public prosecutors from the pilot countries participated in a regional conference organized by the Public Prosecution Office in Qatar and the French Ministry of Justice, in collaboration with UNDP-POGAR. Representatives of UNDP-POGAR also attended the conference which served as an international event that consolidated the knowledge of the Arab prosecutors and promoted their inter- and intra- linkages. The conference also recommended the launching of the Arab Prosecutors Network.

It discusses the global anti-corruption experiences and the possibilities of establishing an effective asset recovery system. It also discusses the role of parliamentarians, the civil society and the private sector in the UNCAC implementation. The sessions conclude with a discussion on the establishment of a network of Arab governmental bodies and institutions to support UNCAC implementation.

Promoting Good Governance and the Rule of Law in the Arab States: Implementing the Arab Human Development Report - Phase I - Planning Phase 2003

The project builds upon the findings of the Arab States Human Development Report issued in 2002 and takes into account the issue of citizen security in the Arab States Region. The overall objective of this project is to develop and implement a broad-based programme for the Arab Region, which will provide assistance to government and civil society to support institutions building within the context of good governance and the rule of law. Phase I aims to develop the programme through focusing on the establishment of a regional network of project partners from governments, civil society organizations as well as international and regional experts. Within this regional network an advisory group will oversee the production of a working paper on issues of institution building in the security sector and citizen security in an international as well as regional context. The collection of information from institutions working in this area should lead to identify and define specific needs for institution building. In relation to this needs assessment and analysis, the advisory group will also present a set of recommendations. The outcome of these activities will then form the basis of a new comprehensive, broad based programme, which will be implemented under Phase II. This programme will contribute to overcoming the challenge of dramatically changed security environments through bringing together various actors such as civil society organizations with expertise in human security and human rights issues with representatives of the principal state institutions responsible for state and citizen security, in a concerted effort to generate the structural and policy reforms required to approach security and institution building needs within the context of good governance and rule of law.
