Two meetings were organized in Beirut among the representatives of the public prosecution institutions in five countries (Yemen, Egypt, Morocco, Lebanon, and Jordan). The meetings were attended by experts from the Arab countries and a French expert. The meetings contributed to conducting in-depth discussion about the social, professional, and international dimensions of the issue. They also facilitated answering the questions in the questionnaire and shed light on its background and objectives.

The conference was organized as part of POGAR's rule of law program that is focused on the independence and strengthening of Arab judiciaries. This second conference of Arab justice reiterated the importance of promoting and strengthening the independence of the judiciary in the Arab countries as a follow-up to the first conference on Arab justice held in Beirut, Lebanon in 1999.
